ENGR. EMMANUEL ADETUNJI ADEOYE (DIRECTOR HIGHWAYS, MAT. GEO-TECHNICS & QC)

Engr.  Emmanuel Adeoye was born on 7th July 1962 in Lagos.  He hails from Ijero Local Government Area of Ekiti State. He attended St. Gregory’s College Lagos; 1974-1979, Kings College, Lagos, 1978-1980.  Where he obtained his West African School Certificate with First Class Division.  He then attended Obafemi Awolowo University Ife from 1980 to 1985 and graduated with a B, Eng. (Civil Engineering).  He did his one year Mandatory Youth Service from August, 1985 to July 1986 in Imo State.  In 1996, he obtained M.Sc (Civil Engineering) from University of Lagos; Akoka

On 6th January 1987, Engr. E.A. Adeoye joined the service of the Federal Ministry of Works and Housing as Pupil Engineer.  He went through the ranks of; Civil Engineer I, January 1988-1991, Senior Civil Engineer, January 1991-1994, Principal Civil Engineer January 1994-1998, Asst. Chief Engineer, January 1998-2001, Chief Engineer, January 2001 – 2004, Asst. Director, January 2004- 2009, Deputy Director January2009-2014, Director, January, 2014 – Date
Since completing graduate training in 1985, Engr. Adeoye has worked in various engineering capacities gathering experience in and managing/co-ordinating projects ranging from and up to 35.8 billion naira for Federal Republic of Nigeria.  Employed into Highways Department in January 1987, he was subjected to full year training in Design, Construction, Planning and Materials Control on highway works.

He was Director Highways South East, Director Highways South West, Deputy Director Highways North Central, Federal Controller of Works Rivers State, Engineer’s Representative of Kano-Maiduguri Road Section II. Federal Controller of Works (Right of Way Lagos State, Chief Maintenance Engineer (FERMA) Gombe State, Chief Maintenance Engineer (FERMA)  Anambra State, Chief Maintenance Engineer (FERMA) Ekiti State.

Engr. E.A. Adeoye is a member of the Nigerian Society of Engineers (NSE) and registered with the Council for the Regulation in Nigeria (COREN).

He is happily married and blessed with wonderful children

FUNCTIONS OF THE HIGHWAYS, MAT. GEO-TECHNICS & QC DEPARTMENT

1.0    Introduction

As the name suggests, the functions and mandates of the Department of HMG&QC are no doubt critical and important to the operations of the Ministry because it provides the hub of quality assessment and control of road designs, construction materials, construction processes/procedures, road maintenance quality, road use monitoring and road furniture of Federal roads in line with international best practices. This will no doubt ensure that high quality is attained for federal roads throughout its service year. The HMG&QC Department has some research laboratories known as Pavement Evaluation Units (PEU) located in Lagos, Enugu, Kaduna, Sheda, Jos and Ugoneki which are designed to offer services to the industry and to carry out quality control tests for on-going road projects and quality assurance tests for completed road projects.

Assessment, Scope and Objectives
The comprehensive review of the existing institutional framework for system-wide evaluation of operational activities for development of HMG&QC system mandated to ensure that detailed standard test procedures are mandatory for the quality control of roads constructed and delivered by the Ministry for the benefit of the road users, is expected to provide recommendations to the management on how to further strengthen this important function in the work of the HMG&QC system.

1.2 Tasks, Activities and Deliverables
This review makes the following submissions, which is believed will enhance and strengthen service delivery of the Department and by extension the FMW in offering quality service, and ensuring value for Federal Government’s investment in road development in the country.

The submission will focus on the following duties and responsibilities as part of the mandate of the Department:

The Department engages in the following activities:

Setting standards, specifications and procedures for quality control on project sites.
Monitoring and vetting of reports prepared and submitted by Materials and Geotechnics Engineering Design Consultants on materials testing and geotechnics on roads and bridge locations.
Conducting laboratory and field quality control tests on materials for road projects through its various Pavement Evaluation Units and Civil Engineering laboratories.
Administration and management Control of Pavement Evaluation Units.
Carrying out routine comprehensive pavement evaluation on on-going road projects.
Carrying out tests on relatively new materials such as stabilizers for use in road construction and providing short highways pavement sections (trial sections) for performance/pilot studies where necessary, in liaison with relevant Zonal directorate.
Carrying out pavement designs using standard methods in liaison with the Department of Highways, Road Design.
Testing, supervising and approving all deep soil investigations at Bridge sites in liaison with the Bridge Department.
Verifying the adequacy of the submissions on monthly progress reports on on-going federal road projects. 
Regular capacity building on construction materials and modern mix design methods.
Liaising with other engineering agencies on construction material testing, design of new products, etc.
Verifying the adequacy of material laboratory tests before the payment of Interim Statements.
Participation in final inspection and handing over of Highway projects.
Issuance of quality assurance certificate on completion of road project.
Estimating the funds required for implementation of all proposals/recommendations in respect of the above-stated responsibilities and recommend source of funding.

1.2.1 Ad-hoc Activities of the Department
The Department is invited on ad-hoc basis by project sites to do trouble – shooting where problems already exist – thereby defeating the purpose of proactively ensuring good workmanship to prevent these problems from arising in the first place.

The same situation replicates itself in the Soil & Material Reports of Highway Design Contracts. The HMG&QC Department undertakes site visits to road alignments under design (at its inception stage) for about 2 to 3 days depending on the stretch of road to witness the procedures for materials sampling and testing. This procedure is termed “site visit to assist the design consultant to determine location of trial pits for soil test”. However, the zonal engineers/technical officers are engaged to witness the conduct of these sampling, tests, traffic Study, and the resulting Pavement Design. 

1.3 Strategic Planning and Implementation
The approved departmental zonal structure in line with the six geopolitical zones, each headed by an Acting Director (South) and Substantive Director (North) and overseen by a Coordinating Director is aimed at bringing the services of the Department closer to project sites where they are needed. Operationalising the remaining Pavement Evaluation Units together with the Departmental Zonal Structure, will make it easier to monitor the Materials and Quality Control on project sites and ensure durable Federal Roads Nationwide. This is necessary since most of the checks that are needed to ensure quality are required to be done on site.

Taking cognizance of the duties in the Operational Guidelines for the Department, there is the need to examine the modalities for the zones to implement the above-stated responsibilities/duties in the following areas:

(a) Responsible Party - Staff requirements/schedule of duties, and approved Organogram;
(b) Tasks/Activities - Departmental zonal activities/schedules;
(c) Resources Needs - Proposal for project site visits and funding sources; Technical support; monitoring and evaluation; and Staffing to facilitate.
(d) Capacity Building – Training considerations for teams of engineers/technical officers to carry out the tasks.

1.3.1 Staffing and Organogram
In order to reposition the Department for effective and efficient delivery of its mandate, the zone is presently having a total of 17 headquarters’ core staff in line with the approved organogram, and as outlined in the table below. The organogram to achieve the above is attached in the appendix.

Staff Requirements
Presently, there are 45 (fourty-five) members of staff in the department (both North and South). This number comprises of Engineers, Technical Cadre Staff and Administrative Staff.

A. Director Highways (MG&QC) – North & South
Overseeing the affairs of the zone and any other assignments/duties that may be given by the Coordinating Director to move the zone forward. The primary duties of the Director are: as follows:

Initiating policy on the setting of standards and procedures for quality control on project sites including interpretation of specifications;
Approval of soil & materials reports prepared and submitted by consultants on Highway projects;
Approval of laboratory and field quality control tests on materials and other works conducted by Pavement Evaluation Units.
Any other approvals as deemed necessary for quality control and assurance on Highway projects, and
Any other duty as may be assigned by the Coordinating Director.

B. Deputy Director Highways (MG&QC) – South  
The Deputy Director (HMG&QC) – South covers States in South West, South East and South South geo-political zones on the following duties:

Assisting the Director in setting of standards and procedures for quality control on project sites;
Vetting of soil and material reports of any kind (either from the PEU, Project sites, Design Consultant, etc);
Vetting of Progress reports forwarded by the ER”s to the HMG&QC Department to enable it monitor quality control compliance;
General supervision of Pavement Evaluation Units and vetting of laboratory and field quality control tests on materials submitted by the Units;
Assisting the Director in initiating policies and programmes for the department;
Vetting of new materials and additives for improvement of road construction materials as submitted by consultants or companies;
Representing the Director on final road projects inspections prior to handing over, and
Any other duty as may be assigned by the Director.

C. Deputy Director Highways (MG&QC) – North 
The Deputy Director (HMG&QC) – North covers States in North West, North Central and North East geo-political zones on the following duties:

Assisting the Director in setting of standards and procedures for quality control on project sites;
Vetting of soil and material reports of any kind (either from the PEU, Project sites, Design Consultant, etc);
Vetting of Progress reports forwarded by the ER”s to the HMG&QC Department to enable it monitor quality control compliance;
General supervision of Pavement Evaluation Units and vetting of laboratory and field quality control tests on materials submitted by the Units;
Assisting the Director in initiating policies and programmes for the department;
Vetting of new materials and additives for improvement of road construction materials as submitted by consultants or companies;
Representing the Director on final road projects inspections prior to handing over, and
Any other duty as may be assigned by the Director.

Departmental Zonal Activities/Responsibilities

Soil Investigation
The purpose of investigation is to obtain suitable material for work, evaluate soil properties, and estimate the amount of suitable material if any at a site. Any soil investigation is to characterize the ground conditions with regard to the nature of soil horizon, depth of excavation and geotechnical properties of the soils underlying the site. The FMW Specification requirements and approved procedures for undertaking soil investigations for any highway project is indicated as follows:

(a) Consultancy Engineering Design Services 

The HMG&QC Department undertakes site visits to road alignments under design (at its inception stage) for about 2 to 3 days only to witness the procedures for materials sampling and testing. This site visit is used as a collaborative tool to assist the Consultants to attain Specifications and quality goals of the contracts, and specifically as a result of problems encountered by Contractors relating engineering design produced by some consultants with actual site conditions in the Ministry’s Construction/Rehabilitation projects. 

To remedy this problem, the following measures are being taken as part of the responsibilities of HMG&QC:

It is mandatory for Consultants involved in Engineering Design of Federal Highways to submit their field soil/materials investigation programme of work prior to commencement of work to Director (HMG&QC) upon receipt of their letters of award for effective monitoring and supervision. For the purpose of updating the file, the Consultant will be requested to forward to the department the under listed documents:
   1. Letter of Award
   2. Engineer’s Order to commence Works
   3. Certified copy of the Contract Agreement 
All pavement evaluation exercise and geotechnical investigations by the design consultants are to be supervised by HMG&QC Department.
In carrying out this task, the Consultant Shall be guided by the Departmental Terms of Reference (TOR) to be forwarded to him prior to commencement of work. 
Financial Requirements: Financial requirements for any of the scheduled/proposed field work including site visits, monitoring and evaluation to be undertaken by HMG&QC Dept/PEU shall be the responsibility of the Contractor/Design Consultant.
Consultancy Design Report: By the end of the field work, the Design Consultant is expected to submit to the HMG&QC Department detail geotechnical report being used to communicate the site conditions. The submission should include; Sampling procedures, Laboratory test results, Traffic Study Analysis, the resulting Pavement Design, and design and construction recommendations.

(b) Comprehensive Pavement Evaluation and Assessment/Quality Assurance Tests by the Pavement Evaluation Units

As part of the statutory responsibilities of HMG&QC, its Pavement Evaluation Units perform the following functions:
Visit all on-going highway project sites to carry out routine checks on the quality of works executed;
Carry out road pavement failure investigations;
Quality assurance investigation of substantially completed projects prior to handing over or issuance of completion certificate.
Organize periodically, workshops, seminars, conferences and training sessions on highway materials and construction techniques.

(c) Quality Control/Quality assurance Certification - Site Investigation
Consequent upon request for payment/submission of Interim Statements to HMG&QC Department by the ER/Contractor on site, the PEU team is expected to mobilize to the project site and carry out the required tests to ascertain the quality of works carried out by the Contractor before issuing any quality assurance certificate. This is with a view to ensuring adequate quality control and assurance on the Federal road, and more importantly to ensure that detailed standard test procedures are mandatory for quality control/assurance on roads constructed and delivered to the Ministry for the benefit of road users.

The PEU responsibilities highlighted in (b) and (c) above are carried out in line with the operational checklist as approved by the Department for that purpose.

(d) PEU Evaluation and Investigation Reports
Consequent upon the PEU submissions on the comprehensive pavement evaluation, assessment, investigations and quality assurance confirmatory tests conducted on either on-going or completed highway projects, and vetting of the said submissions by HMG&QC Department, all the observations, comments and recommendations arising therefrom are to be stated and forwarded to the DHMG&QC (North & South) for his noting and further directives. A copy of which should be forwarded to the Coordinating Director (HMG&QC) for his noting and further directives.. Similarly, all the lapses/anomalies detected in the submissions should immediately be communicated to the consultant or the Contractor/Engineer’s representative (as the case may be) for their noting and necessary rectifications.

(e) Monthly Progress Report on On-Going Project Sites
It is mandatory that a copy of the monthly progress reports on on-going project indicating quality control aspect of the project be forwarded to the MG&QC Department by the ER’s to enable it monitor quality control compliance. The progress report should accompany the following documents:

Site Laboratory Equipment Requirement: Evidence of adequacy and functionality of Laboratory equipment as available in the contractor’s site laboratory. This should be forwarded through schedule record of equipment (Quality Control FORM D) compared with the Ministry’s schedule VI.
Quality Control Form A – Borrow Pit Test Results
Quality Control Form B – Bitumen and Asphalt Concrete
Quality Control Form C – Stone base/Concrete Mix Design
Quality Control Form D – Contractor’s site laboratory equipment format.

It is imperative that all submissions on monthly progress reports from project sites should accompany the above listed important documents, and these should be duly vetted by the department. The Department should be strict on this issue, and there is need for the ERs to be communicated accordingly.

(f) Approval of Final Soil and Materials Investigation Report
Following the submission of the final soil and materials investigation report by the design consultant/PEU and vetting of the submitted report by HMG&QC Department, and having examined the report and found suitable, a provisional approval shall be recommended, after which the consultant will be expected to produce 5 No. (five) clean copies of the final soil report for submission to the department.

(g) Capacity Building
The need to regularly and thoroughly train the staff working particularly in the laboratories and in the headquarters cannot be overemphasized. For effectiveness in the discharge of their responsibilities, priority should be given to the training of staff handling the quality control outfit on all highway project sites. Such training should be done at PEUs, and adequate funding to be earmarked for such training.

The Department, should be mandated and funded, to affiliate and undertake yearly international conferences and relate with the International Road Federation (IRF), and similar bodies.

(h) Requests to Partner with the Ministry in the use of Proprietary Soil Stabilization Materials
Series of proposals to partner with the Ministry for introduction of chemical soil stabilizers for road construction and rehabilitation in Nigeria have been raised by private organizations. Such proposals, on getting to the Ministry, are forwarded to HMG&QC Department for actions. The following actions are taken on receipt of such proposals:

(i) Verification of the validity of this product will be necessary, hence, the need to undertake an organized technical brief/presentation on the product with a view to receiving, evaluating and appraising further necessary information on the innovative development towards its’ possible introduction on Nigerian roads. The presentation to be facilitated by the proprietors shall include all related literature, verified good performance of the product where they have been adopted, design manuals, etc that will convince the Ministry of how the product will result to strong and durable roads at lesser costs.

(ii) Following the technical brief/presentation on the product, laboratory testing of the products in the Ministry’s PEUs will be jointly conducted by the PEUs and the Proprietors of the product to confirm the efficacy of the product as a first step.

(iii) Upon the outcome of the laboratory investigation, the Honourable Minister’s approval will be sought to use the new material on selected Federal road projects as pilot studies in order to monitor and evaluate its performance. The product will be field-tested in some selected highways in six geo-political zones of the country, and the performance of the highway pavement should then be studied for at least 2 years. The additive, having met the strength, durability and moisture impermeability conditions from laboratory points of view for a good stabilizing agent, should be subjected to site compatibility/adequacy test at finally checking its compatibility to site conditions for its adoption.
