This department is to ensure the use of good quality materials and workmanship in all Federal highway projects, thereby eliminating premature failures and ensuring the delivery of enduring highways pavements for the benefits of the road user.
Functions the department is responsible for:
i. Initiating design policy and design criteria for Federal Highways – Bridges;
ii. Hydrological studies for location and sizes of bridges and culverts;
iii. Setting standards and procedures for quality control on project sites;
iv. Testing, supervising and approving all deep soil investigations at bridge sites, etc
v. Monitoring and vetting of reports prepared and submitted by consultants on materials testing and geotechnics on roads and bridge locations.
vi. Conduction of laboratory tests and field quality control of materials for road projects through its various Pavement Evaluation Units and Civil Engineering Laboratories;
vii. Administration and Management of the Pavement Evaluation Unit Kaduna and the Soil and Materials Laboratory at V/Island, Owerri, Jos and Sheda, (Abuja).
viii. Carrying out pavement evaluation and prioritization of roads in the federal highway network and advising on appropriate maintenance methods to be adopted;
ix. Carrying out tests on relatively new materials such as stabilizers for use in road construction and providing short sections for performance studies where necessary;
x. Carrying out pavement designs;
xi. Regular capacity building on construction materials characteristics, modern mix design methods, etc;
xii. Liaising with other engineering agencies on construction materials testing, designs, new products etc.
